New Safari extensions

Does anyone know if you need Snow Leopard to use the new Safari extensions? I can't get them to work or even show up in the Develop menu. I am using Safari 5.0.1 and followed the directions for turning them on in the Develop menu. I now have the Dev. menu in my menu bar but there is no option that says Turn on extensions like the directions says there should be.

Extensions are managed under the Preferences menu.
My last Leopard machine just died (poor G5) so I can't check on that compatibility for you.
