Just curious... why hell do you need to boot with OS 9?

I've been unable to get the Keyspan Serial Adapter to work in X with Virtual PC. Works fine in 9. I run an editor for a digital mixer that I use. It's PC only so I use VPC and it uses a serial connection to talk to the board.

The iBook G3/900 is your best bet. It has decent performance even under Mac OS X, and you get to play games at a little bit better performance when run under Mac OS 9.x.

I just purchased one of these and they run OSX really well. You can get one for a bargan, too.
Upgrade the RAM for about $150 or less by adding a 512MB SODIMM in it and you be much happier. I bought mine from www.microcenter.com

Try Smalldog. They'll probably have some left in stock. Look for or ask for the "Dual Boot" G3 ibooks.
I bought one at Xmas because I still use OS 9 to get work done -- OS X is fun to play with occasionally, but I find it worse than Windows for actually working and keeping up with file locations, system status, networking, etc. Painful.

I have a used 12" iBook G3 900Mhz in perfect working order with only cosmetic blemishes on the case. PM me if you're interested. I haven't posted a FS thread yet as I'm still only thinking about putting it up for sale.
EDIT: Never mind. I'm going to keep this thing until further notice.

the 900 mhz G3 iBook has pretty decent VPC performance. still, i would suggest using Win98.
