Safari weirdness: save to desktop vs download

I have a few css files on a remote server. I go to the directory with Safari. Right-clicking on some of the files, the menu includes 'Save linked file to the desktop'. Right-clicking on other files, the menu includes 'Download linked file'. I don't see any functional difference between the files. I did a file command from the terminal and it shows:

main.css: ASCII C program text, with CRLF line terminators
main_IE6.css: ASCII text, with CRLF line terminators
main_all.css: ASCII text, with CRLF line terminators
msp_px.css: ASCII C program text, with CRLF line terminators
popup.css: ASCII text, with CRLF line terminators
print.css: ASCII text, with CRLF line terminators
style.css: ASCII text, with CRLF line terminators
subpages.css: ASCII C program text, with very long lines, with CRLF line terminators
subpages_IE6.css: ASCII text, with CRLF line terminators
subpages_all.css: ASCII C program text, with CRLF line terminators
turnSubgroupsOff.css: ASCII C program text, with very long lines, with CRLF line terminators

Presumably the ones where 'file' thinks it's C begin with comments. But otherwise, why would I get different saving options? btw these save options are unrelated to the 'file' command results. It seems bizarre...

Yeah! I always wondered why I sometimes see the two ... I want to know the answer too. But I think this belongs in the applications forum. =P
