In researching a response to a post here, I found
this article addressing a way to get around the problem people have with Windows expecting the computer's real time clock to show local time, while OS X wants it to show Universal Time.
Create this Registry key:

HKLM\SYSTEM\CurrentControlSet\Control\TimeZoneInformation\RealTimeIsUniversal
and set its value to "1". There are some issues with this, as it's "not supported" by Microsoft (it's a carryover from when NT ran on RISC machines) and it's completely undocumented. But it appears to work...
The only bad thing I can think of that might happen through using this hack is that file timestamps could be off. If anyone else can think of other problems it might cause, please post those concerns.
