Is the Keyboard control panel enabled in the Extensions Manager settings?

Pardon me if this is a dumb question.

Yep, it's under the Keyboard control panel under a button labelled "Function Key". You might have also ticked a button that says something around the lines of (I'm in X right now) switching it so that you have to hold down the CTRL + F1 to activate the hot key.
