Annoying Black Rectangle Surrounding Any Selected Region!

Hey all,
There's an annoying black-border rectangle surrounding any region I select, in any application. When I select an icon, it is surrounded by a black-border rectangle. When I select a text box, a black-border rectangle. The browser window, a black-border rectangle.
Example:
Even more annoying, the rectangle stays in-place as I scroll! Look what happened when I scrolled down in this page:
I couldn't find this in Universal Access options, so how can I turn it off?

Whoops. It was the VoiceOver feature. I just didn't have my volume on. Confusing!

You need to deactivate Voice Over in the Universal Access Prefs.
