Safari 1.2.4 OSX 10.3.8,
In internet explorer I am able to drag and drop images from websites and the images have previews for their icons, but in Safari only generic JPEG and GIF icons are created. Is there anyway to get safari to make icons?

No, Safari doesn't create custom icons for downloaded images.

You can either do Finder->View->Show View Options->Show icon preview to let the Finder create icon previews dynamically, or you can let an application like GraphicConverter create custom icons.
