Except it does go by head-to-head results first. Assuming the US thwaps South Africa, then Mexico, Canada, and the U.S. are all 2-1 in pool play, with a 1-1 record in head-to-head play between the three teams.
The US beat Mexico, Mexico beat Canada, and Canada beat the US. It's all still tied after head-to-head results.
