Is that possible?
Someone has asked me to change the maximum limit of an uploadable photo to 1mb. Since his server only has disc space of 25mb, I am expecting problems in the near future.
Is there a certain functionality, or php class that I should be trying to find with google?
TIA

There are a number of image manipulation binaries that can do this, they run on the server. Look into ImageMagik... (there are a few more. I can't recall them though)

I believe ImageMagick depends on gdlib, which can also be manipulated via PHP directly, althouhg using IM is probably much easier.
