Looks like DiggUpdate, but from what I hear it's a dodgy app...

RSS menu will let you have the same functionality but for any RSS feed. I use it for Digg, Slashdot, MacNN, MacOSXHints and BBC News.

edit - I found it over at macthemes. Funny thing, I didn't even realize it was based off one that comes with OS X. It just hit me out of the blue yesterday
