Don't think so.
Does it matter?

Think of it not as "effects" but as "feedback." I don't know how many times on other operating systems, I've thought I've selected menus and because there was no feedback I've ended up waiting a bit and wondering if it actually took. At least on my Mac I know.
But I'm not trying to convince you to like it, just to understand why it's there. And I agree that you ought to be able to turn it off if you wish. I wonder why they've left that out?
