BBC News - Google ramps up speed of search

Basically, Google is going to pre-fetch data from web sites so it's already in the browser when the result is clicked on.

Question: As a web-site owner who doesn't want their crap pre-fetched by Google, how to turn this off?

Depends on the mechanism being used. If they're using the user's own browser to do it, you probably can't. Otherwise you should be able to detect the user-agent of the client they're using to do this and block that.

However the question remains: why would you want to prevent this from happening?

I have certain countries blocked from viewing the sites. If Google does things this way, they'd be automatically acting as a proxy?

Reading the story a little more closely, this is only going to work with Chrome at first (and Google's going to open up the service so that other browsers can integrate with it). Given this, I suspect that the pre-fetching requests will be identical to any other request from that user, so your region blocking should block the pre-fetch requests just as well as the regular requests. Basically they're just telling your browser to queue up the predicted next site for a quicker experience, but not actually doing anything sneaky or proxy like. I strongly suspect that even for your case this will be completely innocuous and not something to worry about at all.

(Of course, until I can actually see it in action this is all speculation.)

What's with the country blocks? Bad experience with a Nigerian prince?

Can't speak for Doof, but I've had to implement country blocks for a handful of sites usually because of distribution and/or licensing issues.

Google does not act as a proxy. This is simply a feature of Chrome.

Chromium Blog: Prerendering in Chrome

I couldn't see any difference when trying the dev channel Chrome though. Maybe it's not working with Google outside of America.
