How to force release a PC cd

I inserted a blank CD-R into the iBook to check what it was and it was a software for the PC.
Now I can not eject the cd after pressing F12.
The cd is also not letting me shut down the iBook completely. :/ If I shutdown, it stalls and not shutdown.

Try a force reboot (control-command-power) and hold down the trackpad button while the machine is booting back up. That may force-eject the CD for you.
