Can you disable a mouse scroll wheel?

My daughter is just getting started using a computer mouse, but our kid-size mouse has a scroll wheel and she doesn't quite get the hang of that yet. Is there any way to disable the scroll wheel of a mouse in OS X?

I think you can with a Mighty Mouse but I don't see that option with a regular mouse. You might see if Steermouse or USBOverdrive will do it for you. Maybe email the developers and see if their software does this.
