How can I put that Little Tab Menus on the Bottom of the Desktop with the Mac OS 9.0.4?

According to the caption, that Mac was using DragThing. A quick search on TuCows found this URL for ya:

After I read the print article, I wondered where those menus came from. They made no reference to third-party apps in the magazine.

I hate MacWorld, everything in the magazine is on the web. I'm not renewing my subscription.
