Cannot empty trash at all in 10.3

I just upgraded to Panther thanks to Apple and CompUSA, but it seems that my trash is broken.
No matter what I try to empty, I get an Error Code -1 and can't delete any files. I tried secure empty trash as well and it didn't work.
I can, however, delete files from the command line without a problem. Any ideas?

Let's start with the basics.
Did you run Repair Permissions?
Upgrade, Archive, or Erase and Install? Do you have more than one user account? More than one partition? Do you have Classic on your machine?

I ran repair permissions and it fixed the problem. Then, as soon as I put more in the trash and tried to empty it, it didn't work again. This is an upgrade, not archive or clean.
One user account, one partition, no classic.

Do an archive. It's easy. You can keep your settings. Just make sure you backup your Library and any other places that your 3rd party apps store things. You will have to copy these back in after your update.

Once I get the nerve to stop being lazy, I'll back up all my stuff and just clean install.
The reason why I didn't do this in the first place is I clean installed Jaguar less than 2 months ago. Oh well, it's not a big deal I guess.
