I know this has been asked before but I could never seem to get a clear answer from some of the other threads.

Simply who's the best compromise between cost and everything else.

I'm looking in the sub-10$ / month range and will be dealing w/ a site with very little traffic and a very light and simple design(so minimal storage is necessary)

A free domain name would also be nice.

I've looked at a whole bunch of companies but it seems that so many people have had both good and bad experiences w/ all that it's kind of ridiculous.

I have been with anhosting.com for 2 years now.

I run a site with a Vbulletin of 2000 members. I also have a xcart shopping cart and a kayako ticketing system.

anhosting.com is the best, i have their basic plan. Great customer support and a company with a long history.
