What's the most efficient way to become proficient in Flash design? Books? Courses? Other?

I think it depends on time and money. In my case, I learn it from multimedia course in collage at the beginning and then testbook after. But the best and fast way to learn is online tutorial. There are so many forums for people to learn flash, and of course it is free

I must say that getting a few lessons from someone that knew what they were doing was a big head start. I learned much more from a few hours of lesson, then I did following tutorials, it just helps to have someone there to point you in the right direction when you get stuck.

www.flashkit.com is an excellent resource.

............and be warned, btw, actionscript can be a little on the addictive side.

I agree. Also, try to come up with a project and a deadline. Then you're forced to learn it.

are both good if you're looking at getting into code.

best to learn some code and tweening - they both have their uses.

It can be tempting to try and do it all in AS, don't give in - focus on the end result and use whatever means necessary. Or you'll be a month behind with some cool AS objects and classes but no end product.
