Finder disables "arrange by"

why has finder "preyed out" or otherwise disabled the "Arrange by" menu from the View bar in certain folders.
The Folder I am working with has Zip Files and folders intermingled, and I want to sort by kind to move the zips to the bottom (so they can be deleted) and move the folders to the top.
Any ideas? I am not working off of an external drive or anything. The zip files were created in Windows, but other than that I can think of no probable cause.

actually, it won't allow me to "arrange by" anywhere. This is frustrating.

If you select view options and then check "arrange by" this will override the menu option and grey it out. I bet you did this and choose the all windows radial option. I did when I tried to mimic your issue and then got confused only to figure it out because I had just done it.

Do you have those folders in the View by Icon mode? It's not available in the List or Column mode.
