Do I NEED 10.4 for Airport Extreme router?

Or will it function with 10.3.9? It looks like it would work to me, but the software would not? Can you manually log onto the router like a linksys or netgear and manually configure it?

No, you have to use Apple's software.

You could use a PC with XP SP2 or Vista for config & admin.

if in the house I have also a brand new imac with leopard...can I connect it to thsat to set it up, then swap the CPUs that are hardwired to it? (setup using imac, switch out to G4 after the router is setup) it should work right?

Yes. Use the Leopard iMac to configure, then any wifi-capable computer (Mac/PC) or device (e.g., iPhone, Touch) will be able to use the wifi connection.
