The OS is the only bit of OS 9 that can dynamically grab memory, and the more memory you have the more it grabs - although 108mb to keep OS 9 running smoothly is a bit of a joke!
It should give it back if other apps need it.
With those other apps like IE, you'll need to go to Get Info in the Finder and manually set how much memory they grab. Now you have 640mb, you can double or treble IE's memory if you want....
