REALbasic is a good tool for writing GUI applications, especially for people without a lot of programming experience. For somebody new to programming, REALbasic is going to be easier to learn than Cocoa. REALbasic also comes with database support so you can write small database applications quickly. If you get the professional version you can create applications that run on Mac, Windows, and Linux.

Xcode is part of the developer tools, which includes gcc, the compiler. Once you get that installed, you can download, compile, and install any of the other open source tools out there.
