What must be done? For my needs, I think that Drag Thing will fit the bill.
Except, how would I access the trash can if there were no dock?

Minimized windows, too...without the Dock, I don't think windows can be minimized.
Keep in mind that the Trash under Mac OS X is system-wide, not just for the Finder. You'll be able to drag things from open applications to the trash as well.

First step is to get Apple to publish a custom menu API

Here is an alternative to the dock...
Classic Menu.
Classic Menu brings the Mac OS menubar back to Mac OS X. They note on their page..."Mac OS X Beta Update! Apple have just released and made available the Public Beta of Mac OS X. We have not yet managed to get our hands on a copy - if you do, please tell us how well Classic Menu runs. Once we get a copy of the Public Beta, we expect to release an update which is optimized for it."

classic menu isn't quite the same thing...
you can't really easily get rid of the dock. In DP4, i seem to remember, you could kill the dock process, but in PB it relaunches itself (isn't it clever? :-))
You could just turn it down to miniscule and set it to hide automatically to get it out of the way... That's about the best you could do ;-)

No, you can kill it until you choose to launch it again with AppleScript:
tell application "Dock"
quit
end tell
easy as that

You got to love AppleScript.
Anyway, what happens when you drag app windows towards the trash? How global is it?
One more thing : Do classic apps share the trash with OS X apps, or are they seperate?
