Already is. The law went into effect at the beginning of this month. Genius idea, really. Of course, you can still talk on the phone, you just have to have one hand sitting limply at your side rather than up by your ear. Way safer.

Once again, I'd say a strict law and enforcement was the way to go. In Singapore, where SMSing has been huge for more years than the US by far, if you're caught texting or on a cell phone without a handsfree set, you lose your license for at least 6 months. No ifs ands or buts. A second offense can result in jail or permanent loss.
Start doing that and let's see Skippy SMSer on the phone.

That sounds very effective, but it's nowhere near enough for the kinds of idiocy I see on the road. Start with hands free voice cell use only, ban texting, and you still have morons putting on makeup (EYE MAKEUP@!!!!!@@@@!@!!!) in traffic, eating, reading maps AND NEWSPAPERS WHILE IN MOTION, and bunches of other stupid, unsafe and idiotic activities. I'd like to see a law that puts the responsibility of the driver back in the driver's lap: if you're doing anything other than driving and have an accident, it's a felony that puts your ass in prison for at least a year. Let's see... balance putting on makeup in traffic with getting to meet those friendly violent criminals in prison... It may take a few examples of "Ms. Beauty Queen" and "Mr. Multitasker" going to the slammer for a long time, but I think that would at least slow down the amount of dangerous activity going on behind the wheel on a daily basis.
Pant....pant.... Ok, rant over. It's safe to come out...

We don't need more laws!!! We have impaired/careless/reckless driving laws already. If someone is texting while driving, give them a careless driving ticket.

Locally a mother and daughter were killed due to a teen trying to use his cell while driving. He crossed left of center.
At only 35mph you travel over 100ft in 2 seconds. I bet that was 2 seconds he wishes back.
