Cold boot into X (9600 with Sonnet)

Cannot get a 9600 with Sonnet card to cold boot into X, but will always cold boot into 9.1 (Fireball drive, see below). Will warm boot to X from 9.1 using the StartUp Disk X and will warm restart into X from X on a simple restart inside X.

Specifics:
9600 Sonnet 500 G3
Internal SCSI drives: in order of physical position in SCSI chain starting at the motherboard
1. 4.5GB Quantum Fireball: System 9.1 boot drive (not Classic) SCSI ID 0
2. 100 MB Zip drive SCSI ID 4
3. 18GB Quantum Atlas III SCSI ID 1
4. 24X Matshita CD ROM SCSI ID 3
5. 4.0 GB Seagate Barracuda SCSI ID 6 Termination enabled, power from drive. Last drive in chain. This drive is partitioned: 3.5 GB for X and 500 MB for Classic 9.1

PCI: in order from A1
Keyspan USB card
ATI Rage 128
Orangemicro Firewire card

I thought perhaps that the battery maybe failing as not to hold NVRAM settings, so it was replaced. Still cannot cold boot to X.

Could it be that the machine gets confused as to boot drive because I have another copy of 9.1 (500MB partition) on the X drive?
