The Mac OS Up-To-Date program allows users who purchased any Mac systems after October 5 to upgrade to Mac OS 9 for $19.95. Furthermore, any PowerMac G4 or iBook purchases, regardless of when they were purchased, are eligible for the program's special upgrade price.

However, on Apples's site and upgrade form, it read only computers purchase on or after the official OS 9 release date is qualified for this upgrade.

I purchased my new iMac DV SE last Friday, am I qulaified for this upgrade?
