Just recently my G4 400 (Gigabit with 256 RAM) experiences severe application launching delays. For the most part, all other functions are running near 100%. But when I launch applications (usually larger ones), the entire system grinds to a halt and processes everything in these chugs (very evident when playing MP3s).

Now I have not made any hardware changes recently to cause this. I've reset the PRAM and rebuilt the desktop. I've even upgraded to 9.1 and then went back down to 9.0.4. I've also tried reverting back to base Mac OS extension sets.

Does anyone have any clue?

I had a similar problem with my iBook after upgrading to 9.1. It would take much longer to start the computer up and launching OE and IE took forever. I tried playing with memory settings and extension sets to no avail. So I reformatted the disk and reinstalled 9.0.4. Since then, everything has worked fine.
