When pinging my router from the Mac Mini I get the following:

64 bytes from 192.168.1.1: icmp_seq=2 ttl=64 time=5.098 ms

64 bytes from 192.168.1.1: icmp_seq=5 ttl=64 time=5.433 ms
64 bytes from 192.168.1.1: icmp_seq=6 ttl=64 time=2.912 ms
64 bytes from 192.168.1.1: icmp_seq=8 ttl=64 time=5.391 ms
64 bytes from 192.168.1.1: icmp_seq=9 ttl=64 time=6.752 ms

--- 192.168.1.1 ping statistics ---
10 packets transmitted, 7 packets received, 30% packet loss
round-trip min/avg/max/stddev = 2.912/13.597/62.607/20.046 ms

When pinging the router from a PC I get 2 - 6ms response with no packet loss.

I was having this problem prior to formatting and reinstalling OSX on my Mac. I hoped reinstalling OSX would fix the issue, however it didn't.

I am up to date with Tiger (10.4.8), and I was wondering if any of you guys had some ideas. Everything was working fine (I believe) prior to upgrading to 10.4.8.

My router is a Netgear WGR614 v6.

Could be:
Bad cable from mini to hub
Bad port in hub
Are connecting wirelessly?
Bad AirPort card
When you re-installed did you re-format?
Give us more details!

I'm running wireless (802.11g) and have about 80% on my connection strength. Are there any networking tools available to use to help troubleshoot these type of problems?

I thought I read somewhere that I could do a PRAM reset or something like that. I'm new to Macs so I don't really know what to do. Another thing I noticed is access to my LinkStation NAS is very slow to non-available.

Can I reset the PRAM (or some other memory) on the Mac Mini and expect to see any results? I'm at a real loss here and I realize I'm not giving out enough information, however I'm not sure what to look for since I'm not a Unix/Mac guy.
