So I think a lot of us were surprised that the iPad now gets voice dictation but not Siri. Anyone wanna take a stab at the rational for that?

I was surprised too, but I guess most iPad are not permanently connected to the Internet? and I guess it would be weird talking to a giant tablet in the street?

Does the dictation on iPad require an internet connection?

I have plenty of more important things to do, if only I could bring myself to do them....

Siri barely functions. That's the rationale.

I would venture to say that there is hardware that performs critical background noise filtering that is present in an iPhone that is not present in an iPad.

Siri relies on Wolfram Alpha. WA costs Apple money, which is built into the cost of the iPhone 4S.
Not all questions to Siri go to WA, but many do. Since Apple doesn't want to fragment Siri, it doesn't get included. Apple doesn't want a question like "do I have any appointments today?" to be permitted while blocking "is it gonna rain today?" Siri is supposed to be a feature that answers ANY question, and if they limit those questions to non-WA questions, the experience will be tarnished.
Apple might also be in talks with Wolfram about cost of WA for more devices. When they couldn't agree on a price, Apple cut the feature. I'm just guessing.
