Can Toast 8 burn dual layer DVD? I see thay've added Blue-Ray capacity but there is no mention of dual layer in the spec page on the Roxio web site.

I use Toast 7 (Titanium) and I it iscapable of burning DL. Given that I'm sure 8 will be able to burn onto DL as well.

How does Toast compare to iDVD for DVD authoring? If I'm having problems with blurriness in iDVD, is Toast a worthy alternative?

Toast and iDVD don't overlap much.
iDVD is a DVD authoring program. Toast is a burning program.

Toast does not author well. It's just very, very, basic. If you're downloading films and want to burn them to DVD, Toast is the best, but if you're using your home videos, iDVD is a much more capable authoring program giving customization to everything while maintaining ease of use.

Doesn't the built in OS X burning mechanism support burning DL discs? I guess I'm confused as to what is gained by tossing a bunch of movies files on a DVD using Toast as opposed to just burning them to a DVD in the Finder?

Yes it does, and truth be told I still have to burn a DL with Toast under 10.5 that doesn't end as a coaster… shall try the newer 8.0.3 update though.

Finder's burning mechanism has some quirks and (at least last I checked) doesn't always allow the full use of a disk.

Interesting... So can you burn more than 4.3 gig to a single layer DVD in Toast?

I would bet that this is simply a front end to the existing CLI tools provided in OS X.
By pointing this out I'm not trying to suggest that everybody should be happy to use these command line tools, but it seems like it would be extremely low dangling fruit for Apple to provide some advanced GUI features somewhere for people to be able to access these options.

It uses the same framework and uses ffmpeg to do the transcoding. Just easier to drag/drop than look up the syntax for all the CLI tools on the rare occasion I have to burn something.
I'm just wondering what Toast does differently, if it's faster or works with more media or something.

Well, amongst other things, you can burn Audio CDs more comfortably and with more effects than iTunes and/or Finder. And you can throw a bunch of video files in various formats on a DVD that's going to be playable on any computer, and create menus and stuff without having to dick around with iDVD.
