ICQ X (2.8x) does not transfer files to PC and PC users cannot transfer files to Mac Users...

You can't - according to ICQ, Inc. the problem stems from the security settings in the PC version. It blocks all peer-to-peer functions between the Mac and PC versions.
ICQ, Inc. is looking into the problem - which I take to mean it will get fixed sometime within the next 10 years.
