i try to cut & paste text to a different place:

i try to scroll back three paragraphs & it takes me back three pages, instantly.

in any word processing app, or appleworks504, or IE5

does anyone know the answer to this one?

Finder scrolling behavior varies based on a number of factors. Naturally, if you click on the scroll bar itself, you scroll page by page to where the cursor is, if it is held down.
On a single click you will scroll down once.
If you use the scroll arrows, one click = one line you scroll down - but if you hold it down, it goes slowly at first, then much faster.
You probably missed the arrows.
BUT, scrolling can be dependent on the application in use - it can vary from app to app based on the whim of the programmers.
I've never really had this problem myself except when I miss the arrows...
Do you have any third party software controlling scrolling?
If so, get rid of it - if not, get some
You can normally control the scroll rate etc. with that - you may find it useful.

Where are you clicking in order to initiate the scrolling? Are you using a scroll wheel on a mouse? You can adjust how far one 'motion' with a scroll wheel takes you via the mouse drivers...

2D scrolling speed is also a factor of your graphics cards 2D abilities. If you want I can trade you a nice slow 4MB ATI PCI card for whatever you have in your machine now.

Buy yourself an optical microsoft mouse with a turnwheel. Mark something, turn the wheel with the other finger, voila.
