Safari 10.0 was released yesterday along with Sierra. I have never dug into the Safari preference too deep. Was there a internet plugin setting under the security tab before? Java is deselected and Flash is set to off.

Yes. There has always been a plugin setting. At least, there is in Safari 9.1.3.

Mystery solved. The default setting was set to off for flash and java. I was encountering issues when I went to a site that used flash. I was expecting the "power saving" notification but got a "you need to install flash" alert instead.

I don't know why Safari removes some necessary features. It has removed the minimum text size for websites. Why remove this necessary feature? Some text on websites is just too small for me!

Yes safari is a flashless browser. Text size is easily manually corrected, so no biggie
