okay. the image is "less saturated" when i preview it in "save for web". are these color settings correct. i just want to make sure that whatever colors i am using in photoshop are the resulting colors in whatever file i make.

What setting have you got in Save for web (the ones over on the right)? If you as saving it as a gif, is the colour set to 'Perceptual', as this gives a more visually accurate colour pallet.

yes. but even if i change it to save as a jpeg or any other type of formate, the colors are off. i just want whatever i make in photoshop to be saved that way. (desktops, the intarweb, etc)

Try using "Web Graphics Defaults" as your color settings.
(edit: or better yet, "Color Management off")
