This problem started in recent months. I'm not sure what triggered it. I can create a Rescue (bootable) Disk with the Iomega tools but the Startup Disk Control Panel won't let me select it.

Any idea why I can no longer boot from my ZIP disk?

Have you tried to trash the following preferences........
Finder
Mac OS
System

Try to bootup with the ZIP using.........Command + Option + Shift + Delete (COSD)
