When you sent an office communiqué in the paper days, the "CC:" header (office term - "carbon copy") designated official recipients. The hidden "BCC" header ("blind carbon copy") is for people whom you want to receive it, but without anybody else knowing that they've received it.

The "CC:" header recipients are visible to all; the "BCC:" recipients don't show up at all.
