Can you clarify what group you are referring to as gypsies? The term 'gypsy' has a broad meaning. Are you talking about the Roma, Irish Travelers, Scottish Travelers, Lom, Dom, Hungarian-Slovak, Black Dutch or another group?

As to your question why are they always scamming, most people equate the term gypsy with the Roma. The Roma have a 'legend' that when Jesus was going to be crucified along with the two thieves, a Roman legionnaire approached a Gypsy metal smith to make 12 nails. The Gypsy later learned that the nails were going to be used to crucify Jesus and the two thieves, so he hid 3 of the nails or gave them to his son to hide. The Romans only had 3 nails per person to nail to the cross, therefor before Jesus died, he excused all the gypsies from ever committing a sin again. So they believe stealing is not a sin.

A hobo is a person on the move, picking up work and living wherever they happen to be. Sometimes called a "college student."
A bum is sometimes referred to a hobo that isn't seeking work. Also referred to a drunk person. May or may not be homeless.
A homeless person may be a hobo, a bum, or someone just down on their luck.
A gypsy is a European/Asian hobo.
