is there an anonymous or guest loging that the pcs on my network can use to connect to the macs?
Just for use of the drop box for example?
or ayone have any other PC -> Mac connection solutions?

Why don't you turn on Windows file sharing? That way they can access your Mac in the same way they access other Windows machines.

Well sure... you can just turn on ftp. However I believe you need to create an account for it and allow write permissions if you want it as a drop box. There are a few restrictions on Mac ftp for security reasons... I don't remember the exact details but you should be able to figure 'em out via tinkering
