Anything seen this? New: Click upper right button to turn the display and and then the display keeps coming on again. Never seen this before.

do you mean it's flashing the home screen?
what's your battery level? Is it plugged in? ipad or iphone, which version?
I had an ipad flash home when the power supply was going and it couldn't charge, so it was constantly dying and charging enough to reboot.

Which device is this? You're saying you click the "upper right" button - the "top" (SE and earlier) or "side" button (iPhone 6 and later) to put your display to sleep. Am I understanding correctly?
The display may turn on for a variety of notifications. Is yours just coming on, or does it display a banner of some kind (news, text message, etc.)?
The "raise to wake" feature, introduced in iOS 10 (applicable to iPhone SE and later) might do that. With this feature, the display will stay on for a short time because the phone was moved, then if nothing else happens, it will automatically sleep again. There's a toggle for this under the "Display and Brightness" settings for the phone.

Newish, considering what hardware and OS version it requires it requires - iOS 10 was released in September 2016, though the earliest model that supports it, the iPhone 6, was released in September 2014.
