Nobody knows.
What we do know is that we get a glimps of it (and probably a beta) at WWDC which is in August (I think).
Once that is out we will get a better idea of how long til the final version - my guess? anytime between WWDC and March 07

I free'd my mind... now it won't come back.

What is with some of these people. Sheesh.
Did you look on Apple's website? See a release date there? No??? Then it is obvious they have not set a date. When they set a firm release date they are not going to keep it a secret.

How would one obtain a beta copy when it potentially comes out ? Do they have some kind of beta program?

They do, but you have to be a registered developer and pay for the developer program and sign a nondisclosure agreement to do it.
Premiere members ($3500/year) get more prerelease builds than Select members ($500/year) do.
There is no other legal way to get prerelease versions to test.

ADC Select Membership is the way to go here, for early copies. As they're previewing Leopard at WWDC in August, I'd bet ADC members would get at that point, if it operates like Tiger back in 2004.

Yeah, Select members got Tiger previews every so often. It was awesome.

Typically people often pirate the prerelease copy. I was thinking today in the shower that this might be the first OS X release that I'd genuinely be tempted to go on BT and try out... then I realized... oh right... haha... there's no way that's legal. Every year I think I should do it... but I never do because I can't do it with a clean conscience.
That said if you post in the OS X forum during those early beta periods... you might as well have the WWDC build .
Seriously though, we'll have the beta in august, and then probably a release a wee bit after Christmas... unfortunately Apple tends to take a while with it so it'll probably be out just a bit before Vista .

I've just heard, via a very reliable source at MOSR, that Leopard has been pushed back 3 minutes. It's new release time is now 5:65 PM.
