New mini, powered it up, fan goes to high and stays there

I just got my new [to me] 1.66 mini. I turned it on, the fan spins up to high speed, and stays there. The air coming out the back is cold. My G4 mini is very quiet, what can I do to get this one to quiet down? The temps are fine, there is no reason for the fan to be on anything other than low, it is at 5500RPM (and LOUD).
This machine is not usable with this kind of noise, help me fix it!

Two possibilities - reset the SMU (search the Apple website for how to do this for your model intel Mac). If that doesn't work, the problem is likely to be the failure of the person assembling the mini to connect the cable that controls the fan speed. Visit iFixit - iBook & PowerBook Parts for instructions on how to remove the cover and check to see if the thin cable at the front of the machine has been connected properly or at all.

Definitely not normal behavior. My new 1.83 mini is actually quieter than the 1.42 it replaced.
