iPhoto browser unavailable to OS X applications

My iPhoto browser is unavailable to OS X applications. For example, I cannot browse photos in my library from <Desktop & Screen Saver> <iMovie> or <Mail>.

I've rebuilt the iPhoto library by holding down <command, option> while starting iPhoto but this didn't fix the problem.

Any ideas as to how I can fix this problem?
