Considering Photoshop Elements 3 or GImp. Any opinions which is MORE full-featured but not too complex/full featured like Photoshop CS/7? For basic photo editing. Also anyone tried Photoshop Album?

Photoshop elements is quite powerful, but has a much nicer interface to GIMP. I'd give the to PS Elements.

Ditto Ditto, I say go with elements to edit your photos and iphoto to store them.
