Mail won't download email

This problem began after my install of 10.5 many months ago, but I never had time to troubleshoot it until this weekend.
Ever since my install of 10.5 I can not download Gmail, POP email or IMAP email. I can setup the accounts fine, it will usually download up to 50 messages, and then sits there downloading but never completing.
I have my email folders backed up from Mail in 10.4, so I tried formatting and starting fresh with Mail, but I still run into the same problem.
Anyone have any ideas on solving this issue?

Did you upgrade to 10.5, archive-install, or clean? Have you installed 10.5.2 yet?

First install of 10.5 was upgrade and install from 10.4
After Mail didn't work and I had a bit of quirkiness with apps, I did a clean format (this was about 2 days later).
Did another clean format about 4 weeks ago. (end of Jan, beginning of Feb)
Installed 10.5.2 the day it was available on software update.

I agree, and I don't know if you've did anything wrong but I came across an article on how to set up your IMAP correctly with Mail. I just went through the process myself and it came out successful. I am currently running 10.5.2 . Again, I'm not assuming that you don't know how to set up an IMAP account, this article just worked for me.

@pplejaxhz >> IMAP worked in 10.4, but failed in 10.5, and I set it up following GMail's instructions when I did so. AFter trying IMAP for a few weeks, I went back to POP.
I can't get IMAP or POP to work at this point, and I"d prefer POP access to my GMail. Also, I have tried with my personal POP email account, and my work POP email account, none work. I can download a few emails, but it quits after approx 50 messages.
