The Apple TV that appeared in FCC documents this week is just a minor tweak of the existing model, an Apple spokesperson tells The Verge. "We sometimes make component changes which require an updated model number for regulatory approval," Apple's statement reads. "The component changes we made don't affect product features and Apple TV customers will continue to have the same great user experience."
What component Apple might have changed is unknown. Some rumors have suggested that Apple is upgrading to the A5X processor used in the third-generation iPad, but if features are otherwise unchanged, it's not certain why. One possibility is that Apple intends to switch the iPad mini over to the A5X as well, and starting with a less popular product may help it get production capacity in place. In turn, upgrading the Mini to the A5X would enable the use of a Retina display.

This is no "Small" upgrade. What apple has done is figured out a way to further miniaturize internal components so that they can add another set of features. I wouldn't be surprised if it had an antenna in it now. Innovative , lying scoundrels!!!

The idea that Apple wants to halt production of the A5 chip seems quite reasonable. It could also mean they're are getting closer to releasing and upgraded A6X/A7 in the iPhone 5S. They won't want to have to maintain 4 different processors.
