Is it possible to read foreign websites with IE 5. I have an Ibook running OS 9. if so how and if not is there software for that.

If you mean, websites in non-Roman languages, like Ciryllic or Japanese, yes it's possible. Apple has included foreign langauge kits for free on the OS 9 installer CD. Run the installer, check only the languages you want and they will get added to your existing System. Restart and you're in business.
