Define "support". I'm pretty sure I used to be able to play DVD-9 discs with DVD PLayer on Jaguar, yeah.
I doubt that the OS will support burning them.
What does this have to do with development?

I'm so sorry to make your mixture.
I have write one application to burn DVD disc use Jaguar .But it can't support DVD-9 Disc. So i want to know why? Because Jaguar don't support DVD-9 or I make a mistake to call Jaguar API .
By the way ,In my mind , Jaguar is one SDK only use to make Burning in Mac OSX .Why did Angus_D say:"I'm pretty sure I used to be able to play DVD-9 discs with DVD PLayer on Jaguar"

You should have said that you were talking about the DiscRecording framework.
Read this: How to ask questions the smart way.
Anyway, the answer is no. No released version of OS X is documented as being able to burn dual layer discs.

Jaguar is Mac OS X v10.2. Mac OS X is an operating system. The Mac OS X operating system has support for reading DVD-9 and playing back DVD-9 video discs using the DVD Player application at least since Jaguar, and possibly since before then.
I said what I said because your question was poorly phrased. Mac OS X has always "supported" DVD-9. Mac OS X has never supported burning dual layer discs, which are relatively new (certainly the burners post-date the release of Panther).
