The PowerBook G4 uses a newer Motorola G4 processor than the iBook G4. It is said to perform much better as well.

The difference between the new iBooks and the Rev. B 12" PB (1GHz) is in the system architecture. Basically, with the decreased amount of L2 Cache (256K as opposed to 512K on the PB) and the DDR2100 Ram on the PB, the PB will run a little faster and not be as taxed during memory intensive tasks (such as photoshop or movie editing).
Though if you don't need a superdrive and are not doing anything too crazy (like graphical design or movie editing) then the iBook is a really great way to go. You get great looks, durability, and save yourself a few hundred bucks in the process.
Best way to find out is to try them out at your local Apple Store or Apple Reseller. Nothing beats first hand experience.....

new iBook uses same PC2100 RAM. Only difference is 200MHz and 256kB of cache. You decide if that is worth $400.

I'd say that video editing is quite possible with the new ibooks. A faster harddrive (that has to be used in either case) makes more of a difference than 200 MHz and 256 KB L2.
