Why is the new iPhone 4S way more expensive in the non-USA world?
US = 199USD
UK = 499GBP = 772USD = x 3.88
FR = 629EUR = 840USD = x 4.22
AU = 799AUD = 767USD = x 3.85
They all come from the same factory - they should all be the same phone - they should all be the same price.

I would expect an unlocked iPhone 4S to be around US$649 to $699, plus tax on top of that.

You're comparing the US carrier-subsidized price (there's about a $400 subsidy) to the unsubsidized overseas prices.
$600+VAT is pretty close to your $700-800 prices.
