How do I block a specific IP from connecting to my computer?

It looks like he's asking to stop someone else from connecting to him, not trying to stop his computer from connecting to someone else.
You'll need to turn on the firewall, but Apple's built-in configuration tools are a bit anemic. I haven't looked at BrickHouse in a while, but as I recall it would allow you to easily create a rule like that.
